In an event that shook the usually quiet city of Chiba, Japan, a man sprayed shoppers and mall employees with pepper spray inside a busy shopping mall. Recently, around three p.m. local time, people reported a man had sprayed something through a busy area of the mall. Panic ensued. People were gasping for air and coughing as they ran to the exits.
