U.S. Ambassador-designate Sergio Gor officially met with Indian Prime Minister Narendra Modi—his first meeting in-person in India—to signal a fresh diplomatic effort in the relationship between India and the United States. Gor has not yet formally taken up his position, but is visiting India from October,9 through October 14 to spend some time with Indian officials. A focus on minerals is exceptionally timely, as the U.S. and India both seek strategic opportunities related to securing supply chains for rare earths and other minerals that feed into high-tech and clean energy industries. Trade, defense, technology, and critical minerals were prominent topics of discussion.
Trade Tensions, Tariffs & Bilateral Friction
One of the more controversial contexts to the meeting is U.S. tariffs on Indian goods. Under President Trump, the United States doubled tariffs, going from 25% to 50%, in response to India continuing to purchase Russian oil, among other disagreements. These tariffs have had an unfavorable effect on important Indian export sectors such as textiles, gems & jewelry, and shrimp. Ambassador Gor acknowledged those conditions in his remarks, noting that President Trump considers PM Modi to be “a great and personal friend,” perhaps indicating a diplomatic overture. Modi, in turn, conveyed in a social media post that he looked forward to Gor’s appointment allowing for greater Indo-U.S. strategic cooperation. At the same, Modi indicated that his recent call with Trump would address positive progress in trade negotiations—which indicates that both sides are interested in a reset.
3. Strategic Implications & Looking Ahead
This session bears more meaning than just symbolism. It may very well serve as a salve for some difficult bilateral instances, resulting in some pathways towards defense collaboration, technology sharing, and critical mineral supply chains. In the current climate of global strategic competition—especially with China gaining sway—India and the U.S. have ample reason to stabilize and build their relationship. An easing of the tariff burden for India could reignite export growth and reduce trade tensions. For the U.S., strengthening ties between itself and India would provide a stronger strategic posture in the Indo-Pacific.
